Third, says Robert, upon entering the facility or dam, law enforcement First Responder radios often don’t work. “We learned that we had to be prepared to issue them radios, to be able to talk back and forth inside the dam, and (then) they would be able to use our circuits and be able to get outside the dam. That caused us to put a 911 channel on our district radios, so that you could go to that channel and speak to our 911 dispatch center.“ Larson says the State Patrol definitely relied upon PUD employees to provide an escort into hazardous areas. “We don’t know our way around those facilities at all- we wouldn’t know where we were going or what the hazards were.“ Also, time became a critical factor. “If this same scenario had actually occurred, if the spill gates had actually opened up and been disabled, under those circumstances, we would not have had time to call in a SWAT team from any distance away… we didn’t have the luxury of any spare time to call in resources and plan, because of the urgency. What we would need to do is rely upon our First Responders- the officers that are on duty.“ Operator Gregory says, “I learned that we actually have a pretty good security system implemented here to at least get emergency response services contacted quite quickly.” He also learned to be more cautious. “When I am out on my rounds I need to be aware of more than just the equipment that’s running and what I’m doing professionally here to make electricity… I also have to be aware of our place in the grand scheme of things and that we could be targeted by unsavory people.” ❚ D.O.E.
