Public Power - October 2008 - (Page 50) COMMUNITY BROADBAND Ashland also recently developed a project in which hundreds of solar panels mounted on a covered storage building are used to generate power for residents. If a resident’s home doesn’t have solar access, but they want it, they can lease a portion or all of a solar panel. All the power generated from that panel is credited to the resident’s electric bill for 20 years. Funded primarily by low-interest clean renewable energy bonds, an Oregon state business energy tax credit purchased by the Bank of the Cascades further reduces the project’s cost. Ashland also minimizes energy waste by using “dark sky” certified public lighting—energy-efficient public lighting that cuts glare and preserves the dark night sky. It is lighting deemed appropriate for communities, as well as the environment and natural habitat. Franell believes part of the reduction in Ashland’s energy use can be attributed to more residents working at home, rather than having to drive to work in a large commercial facility. Ashland also has a rigid urban growth boundary to protect against sprawl into the pristine wilderness surrounding the town. Rather than building beyond city limits, large lots have been subdivided so new homes can be built near existing ones. “Ashland did not set out just to build a municipal network,” said Robert Bell, executive director of the Intelligent Community Forum. “For more than a decade, their goal has been to create a broadband platform and leverage it for economic growth, education, sustainability, conservation and transparency in government.
