After pulling together records, Rochester soon noticed that the emergency response handbook the utility had on hand for over 20 years was not up to date. “We ended up doing a major overhaul of the handbook,” said Walt Lorber, RPU’s director of core services. “We looked at every phase of it, updated it, deleted some out-of-date procedures, and added some new procedures.” The utility then set up a process to keep the book updated, including training and emergency response drills. “We conduct an emergency preparedness assessment each year,” said Lorber. “Kathy created a flip chart of the manual, and all employees receive a copy.” “In this way, the information remains fresh for the employees,” said Wilson. Small utilities may find it difficult to get the documentation together, because it usually requires having one person dedicated to the task, said Lorber. “One of the main reasons we were successful was because Kathy devoted so much time and effort to it.” “We are now in the process of gathering the documentation for the second time around,” Wilson said. “There are some additional questions this time, so the standards are being raised.” The handbook is now part of the culture at Rochester, said Lorber.
