Public Power - September/October 2007 - (Page 62) IAMU Develops HVAC Equipment Sizing Program By Laurel Lundstrom As a utilitieshelp small public way to power keep their peak loads down, while keeping their rates low and their customers comfortable, the Iowa Association of Municipal Utilities created a program to promote the proper sizing of residential heating, ventilation and air conditioning (HVAC) units. An oversized unit decreases efficiency by starting and stopping more often, according to a brochure from Waverly Light & Power, a member utility that has a program of its own and has taken an active role in promoting IAMU’s program. Larger units produce more indoor noise, fluctuating temperatures and higher installation costs and utility bills, the utility notes. A properly sized unit reduces emissions by “running better at an optimal level,” said Erin Peiffer, IAMU’s energy services specialist. The association’s HVAC Equipment Pilot Sizing Program, funded by a grant from the American Public Power Association’s DEED (Demonstration of EnergyEfficient Developments) program in 2005, includes information for small utilities—generally, with less than 2,000 customers—so they can start a sizing program of their own, or develop a sizing network among other small utilities. Certain staff members in the network can be trained to conduct Manual J-based 62 SEPTEMBER-OCTOBER 2007 heating and cooling load calculations, a key element of the program. The sizing program now includes a training primer with the following materials: • information about legal agreements between communities in a sizing network; • how to make field visits to customers’ homes; • model materials for marketing to customers, contractors, and other utilities; • cost and energy savings projections; and • a general diagram of how the program works. In addition, the association held two training workshops in January, one in Fairbanks, Alaska, and a regional session in Ankeny, Iowa, with the cooperation of member utilities Cedar Falls and Waverly Light & Power. While there, attendees practiced recording building layouts and recognizing different types of data and how to record it. The city of Fairbanks now has an active sizing program. Despite comprehensive training materials, small utilities looking to start sizing programs face obstacles. According to IAMU, prohibitive start-up costs associated with buying and learning how to operate Manual J-based software, a lack of training and education about HVAC sizing, staffing shortages and limited customer interest in resizing are some barriers. IAMU suggests introducing the program to local HVAC contractors who can make measurements and send them to utility staff for sizing calculations. In a network, utilities can share the cost of acquiring Manual J calculating software, as well as the fees associated with a contractor. “We are hoping to establish a centralized service for the [municipalities] that really want to know how to do it,” said Peiffer. She believes a lack of expertise about sizing HVAC systems accounts for utilities’ reluctance to offer the assessments to their customers. Right now, Waverly Light & Power and Cedar Falls are the only IAMU members with sizing programs, but Peiffer says there is possibility for future expansion. “There is a huge potential for sizing programs here in Iowa,” said Peiffer. Right now, IAMU’s members are busy compiling carbon emissions data for the state’s utilities board.
