APSP Quarterly - Winter 2008 - (Page 10) APSP Annual Report BY B I L L W E B E R , PR E S I D E N T A N D C E O Introduction 2006-2007 WAS a banner year for APSP. The association grew and improved its financial position while increasing its value to members. APSP is strongly rebuilding in many key areas, including advocacy, education, communications and standards development. Membership grew by 10 percent this past year. We are committed to continue this growth as we build the value that our members want, need and have every right to expect. Our Regional Service Center system is up and running, enhancing the value of APSP membership. During the year, APSP expanded its role as spokesman for the pool, spa and hot tub industry, and as an advocate for safety. APSP has been on Capitol Hill advocating for the pool safety bills that were reintroduced this year in Congress. Education and training grew with publication of the new Hot Tub Technician Manual and development of the new Career Institute. APSP also introduced its new online program for education and member meetings. The year saw major achievements in communications with the launch of two new newsletters and a new quarterly magazine. This fall the APSP website got a new look and new features to assist members. APSP standards are increasingly being recognized by state governments for their role in making pools and spas better and safer. This is particularly true of the new ANSI/APSP-7 Standard for Suction Entrapment Avoidance. The year marked the 50th Anniversary of APSP, a tribute to the many volunteer leaders who have contributed so much to the organization’s past success. In many ways, however, APSP is a very new organization, given all that is evolving. APSP completed the 2006-2007 fiscal year having initiated and funded a variety of value-enhancing programs while maintaining reasonable expenses. Since the sale of the International Pool & Spa Expo in 2000, APSP has made significant progress in developing new funding streams to serve its members and to achieve a healthy budget. Here’s a look at many of our accomplishments on your behalf in the past year. Government Relations and Advocacy APSP is actively participating in congressional efforts to enact the federal Pool and Spa Safety Act. After coming close to passage in the last Congress, pending legislation in this Congress will establish a Consumer Product Safety Commission grant program encouraging specific state safety requirements. APSP has actively guided members of Congress and staff in drafting the legislation and, throughout, has supported pool and spa safety provisions that are workable and effective. At the state level, APSP has played a critical role in organizing an effective industry response to new energy efficiency requirements enacted in California. As with so many regulations, reasonable implementation is key. Extensive consultation with the California Energy Commission has influenced the process in a very positive way. APSP technical input continues to be invaluable as states become more aggressive in promoting energy efficiency. Effectiveness at the state and local level has also been aided by our new state and local legislative and regulatory tracking system, an expanding code official database and relationship building at the regional and chapter level. Staff and volunteers spoke on safety at many venues throughout the year, including the Expo; the Florida Pool & Spa Show; and events of the National Plasterers Council, the National Recreation and Park Association and the National Environmental Health Association. In May, APSP exhibited at the annual Home and Auto Safety Showcase at State Farm Insurance headquarters in Illinois. June saw the rollout of Recreational Water Quality, an online newsletter for sanitarians and public health officials. During the year, the organization also created several new safety We look forward to another productive year in 2007-2008, with services to our members continuing to broaden and increase. 10 | AQ A P S P Q UA R T E R LY
