AACS Prepares for a Rocky Road Ahead

...We have and will continue to face challenges in the year ahead, but with challenges also come opportunities— and your GRT is here to ensure that we anticipate and capitalize on those chances whenever possible.
tradition, the ﬁ rst edition of BeautyLink each year provides an opportunity to look back over the year just ended and forecast the year ahead—almost along the lines of our own “State of the Union” address.. To follow that theme, I will start by saying that the state of YOUR AACS Government Relations Team’s commitment to you and your students is STRONGER THAN EVER. The team itself continues to promote the interest of your institutions and your students despite the myriad of challenges we all collectively face.
A Brief Look Back
Last year, and for the past two years, we have been besieged with both the implementation of program integrity regulations and the threat, and just before the end of the year, the enactment of legislation which will adversely impact students, their ability to access postsecondary education, and our ability to provide them with professional education and training leading to a career.

The GRT knows that the implementation of the program integrity regulations has stretched your staff and institutions thin as you work to ensure your websites, policies and procedures, and your marketing and advertising are incompliance. We have and will continue to provide you with information, webinars, videos and other forms of communication to assist you in meeting these challenges in anticipation of the release of the ﬁ rst gainful employment data approaches. Legislatively, your GRT continues to focus on the promotion of “who we are” as a portion of the higher education community, the effective job our institutions do in preparing students—through high-quality education and training—to successfully pass independently administered state licensure examinations, enabling them to enter a professional career that continues to be listed as “in-demand” by the U.S. Department of Labor. While the for-proﬁt sector continues to be the focus of... • Senate HELP Committee hearings; • Recent Government Accountability Ofﬁce reports have called into question the success of the for-proﬁt sector in preparing ﬁ rst-time test takers pass rates—including student success in cosmetology and massage therapy; and • The media continues to present only the most negative and salacious stories about our industry; ...your GRT continues to address all of these issues head-on, with factual information that highlights the effectiveness of your education, the beneﬁts to the students who choose our profession, and the support of the employers who need these skilled individuals to meet their workforce demands.
A Brief Look Ahead
I suggest all of higher education—including our sector, but not only our sector—are in for a very bumpy road ahead. As we witnessed, literally in the closing days of last year, more and more decisions regarding student access to higher education, institutional and student eligibility, and the methods of delivery and administration of federal student ﬁ nancial aid will be based upon their monetary impact on the federal budget. At its current level of spending, the Federal Pell Grant program is not sustainable, and the Federal Direct Student Loan Program is not far behind. As this issue of BeautyLink goes to print, the president is preparing to offer his State of the
