T he success of all th ese effo rts was d ue to the coo rdinated, ed ucational lobbying effort conducte d by FPM A and its memb ers at the Florida Legislatu re. Unfor tuna tely, it is 2008, and it is an election year.. .a very volatile election yeat. All the effort expended by FPMA's lobbying tea m and its m embers Whether you conduct the cleanups or are trying to buy or sell a property that is impacted, talking to your representatives now will show them the importance of the IPTF and what the state has to lose if the funding continues to be restricted, IPTF Talking Points C reated ea rlier thi s year, here are some underlying po int s th at w ill help yo u ta lk about th e IPTF with yo u r local representat ives. · 1h e reason th e trust fu nd was created in 1986 was to clean up Petrol eum Releases and to Prot ect G roun dwa ter Resources and Drinking Water Sup plies. • Flor ida decided to allow for voluntar y repon in g of p etroleum spills throu gh va rious sta tut o ry progr am s th at h ave resu lte d in an obliga tion to clean up over 15,000 sites at a pro jected clea n up cost of over $8 bill ion . • Th e IPTF gene rates between $2 00-$245 m illio n on a yea r-toyear basis, bu t on ly $140-$ 180 million makes it to th e cleanup bud get. Th e trust fu nd has a lot of ot her di version s not cited in statute, like th e Florida G ame and Fresh Wa ter Com miss ion and o the r gove rn ment uses tha t are not laid out in the au thor izing sta tute th at created the IPT F for gro u ndwate r protection from petroleum spills. 12 • Our red uced appro pna tlo ns situ atio n ha s slowed d own cleanups, pur ou r citi zens and ch ildren at risk and in crease d th e cos t of the cleanups. Also, our wa terw ays an d drin k ing-water well fields are at risk of conta m ina tio n from releases documented, in some cases, 20+ years ago. • "Ib is all affect s th e stare's econo mic engine (when comb ined wit h real esta te th at cannot be sold or even refinanced du e to its conta m inated cond ition) wh ile it waits to be clean ed up by th e state of Florida . • Th e average cos t of cleanup in Florida is $4 0 0,0 00 per site. Th e curr ent level of approp riat ions has slowed the site and gro undwa ter restoration and ha s ca used star ts and sto ps in th e cleanup process th at are driving up this cost. < Th ere are app roxim ately 9,00 0 sites awai tin g clean up Florida that are directl y affected by th e amount th at appro pria ted eac h yea r.
