Georgia Construction Today - First Quarter 2009 - (Page 15) feature Chapter’s Workers’ Compensation Program Delivers Greater Value with Multi-State Coverage By Stan Deese, Vice President, Affinity Service Group In 1982, CompTrustAGC of Georgia was established as an alternative risk fi nancing mechanism for workers’ compensation coverage for Georgia Branch, AGC members. Chapter leadership recognized the need to provide a stable and effective way to control escalating costs of workers’ compensation insurance. Thus, our program was specifically designed for Georgia's commercial construction fi rms and has always been owned by the participating members. To help Georgia Branch, AGC contractors limit workplace accidents and resulting costs, CompTrust founders created the insurance program to include first-class managed care for work-related injuries, safety incentive programs, effective claims practices, proactive safety and loss control services and employee safety training. In 2008, after more than 25 successful years operating as a self-insurance fund, CompTrustAGC of Georgia converted to a mutual captive insurance company. This conversion required a name change, thus the program is now operating as CompTrust AGC Mutual Captive Insurance Company (MCIC). Two major benefits spurred this conversion: eliminating joint and several liability and allowing participants multi-state coverage. Recent changes to insurance laws allow mutual captive insurance companies’ coverage under Georgia’s Insolvency Pool, thereby removing all joint and several liability from the CompTrust AGC MCIC program. The second key reason for initiating the conversion was to meet member requests for “one-stop” coverage. CompTrust is now in a position to have policies written for work in all 50 states for qualifying general and specialty contractor members of Georgia Branch, AGC. Out-of-state coverage is provided on a policy form from a well-respected national carrier with an A.M. Best rating of A (Excellent) and a financial size category of XV ($2 billion or greater). The A.M. Best rating system is the general standard and most widely-accepted company in insurance ratings. Regardless of whether a contracting fi rm needs a Georgia-only or multi-state policy, participants of CompTrust are guaranteed the same dedicated services and access to the same people who have made this workers’ compensation program successful over so many years. While these new amenities offer a tremendous change in the types of benefits we can offer a contractor, the core principle for Georgia Branch, AGC’s workers’ compensation program is the same – offer superior loss prevention and safety services in conjunction with exceptional claims practices in an effort to continue reducing the frequency and severity of claims contractors experience. Over the years, the results of this philosophy have allowed CompTrust to return more than $24 million in dividends to program participants.
