THROUGH THE SPRING and early summer, a dramatic series of negotiations has been unfolding as the Ontario provincial government has moved to introduce its Harmonized Sales Tax (HST), a measure that could have imposed serious burdens on homebuyers, with equally serious implications for the homebuilding industry in this province. However, quick strategic action by BILD, working hand in hand with the Ontario Home Builders’ Association, has helped turn a potentially damaging tax plan into something much more palatable, at least compared to the starting point. Ontario is not the first province to bring forward a plan for a harmonized tax; Quebec and the Atlantic provinces have already taken this step. Foreseeing the potentially negative impact on the industry, “every time we spoke at some government level, we’d bring it up, and point out how harmful it could be for our industry” says BILD President and CEO Stephen Dupuis. For many years, government representatives were in agreement. “But the global economic crisis changed the paradigm,” says Dupuis. “One day Dalton McGuinty made an off-the-cuff statement about a combined tax, and I knew right then that the game had changed and we were not fighting harmonization; we were fighting for housing within harmonization.
