HR Professional - August/September 2008 - (Page 28) COVER The Canadian Payroll Association’s Certification program offers individuals interested in beginning a career in payroll, or enhancing their current payroll knowledge, the professional certification that can help them succeed in today’s competitive business environment. STORY Why Get Certified? Payroll practitioners are the first point of contact at most organizations when employees have questions about their pay and benefits. Payroll is also responsible for compliance and for understanding the legislation surrounding the $700 billion in wages and benefits paid annually by 1.5 million Canadian employers, plus the $220 billion in statutory remittances to the federal and provincial governments, and over $77 billion in health and retirement benefits. Today’s employers require their payroll practitioners to be confident and have the experience to not only implement payroll policies and processes for an annual payroll cycle, but to also monitor and execute multi-jurisdictional legislation, and effectively communicate payroll issues to all stakeholders, including employees, senior executives and government agencies. recruit women at all, prefer attractive females. If they happen to be the business owners, their wives insist on hiring unattractive females. It is more difficult for women employees to rise up based upon talent, even in Hong Kong. The father of modern China, Mao Zedong, recognized this problem and remarked that ‘women hold up half the sky.’ But in reality, they hold up a lot more than half and barely get the credit for any of it.” EXERCISE CAUTION “Globalization, generally, never mind the rise of China, will have various impacts on western corporate life,” says Feather. In terms of the HR function, westerners going to China need training and orientation, just as employees of Chinese business partners coming to the west need help adjusting to their new environment. “Not to mention, some western companies may end up being controlled by Chinese companies, who will need schooling in western HR systems and policies,” says Feather. Lothringer cautions North American HR professionals to maintain their high organizational standards and the standards they expect from their business partners, regardless of the market or where they are located. CPA Certifications The CPA program has two levels of Certification: The Payroll Compliance Practitioner (PCP) certification is the foundation of your career in payroll. The PCP certification will provide you with the payroll compliance knowledge required to process an organization’s annual payroll cycle; be able to effectively communicate payroll information to all stakeholders; and understand the accounting function as it relates to payroll. The Certified Payroll Manager (CPM) certification builds on the PCP compliance knowledge by developing your payroll management skills. The CPM certification will provide you with the knowledge to make decisions; supervise and manage; and contribute a payroll perspective to organizational policy and strategy discussions.
