These include the need to accurately forecast labour demand and supply, to increase the mobility of workers from province to province, to make the most of new technologies, and to cope with an aging workforce. As a result, the CSC has identified four key priorities: Labour Market Information; Technology at Work; Career Awareness Programs; and Standards and Skills Development. LABOUR MARKET INFORMATION PROGRAM At the heart of the CSC’s mandate is the need to address the human resource issues through partnerships within the construction industry. Concurrently, the industry faces many challenges trying to ensure that there are enough skilled workers to meet the industry’s future needs. Where is construction growing? Where will we find tomorrow’s workforce? What skills will they need? Are there programs in place to develop these skills? How do the requirements differ at the local provincial/territorial, regional, national and global levels? To help answer these questions and to meet these challenges, the CSC is working to create a construction Labour Market Information (LMI) program. The program’s objective is to ensure that people involved in the construction industry have access to the right information at the right time. The CSC is focusing its current efforts on the design and development of the LMI program. Therefore, the CSC is working on the development of a: profile of the labour supply; workforce demand forecasting capability; regional LMI network; and National Owners’ Committee. Each province has its own LMI committee. Michael Fougere, president of the Saskatchewan Construction Association (SCA), acts as co-chairperson of SCA’s LMI committee. He says the sharing of information by all committees goes a long way in providing a neutral forum which helps provide data for the entire industry, and thus allows for critical planning decisions to be made. “It will come as no surprise that Saskatchewan, like every other province, has a critical labour shortage in most areas of the construction trades,” says Fougere. “Our LMI group has met for the last three years and has put out three reports. Our latest findings are no surprise, because really we are a small piece of the rest of the country. “We have an estimated 7,500 workers who will be needed to meet the demands in Saskatchewan, to meet the demands of those who will retire, and to meet the demands of expanding sectors in our economy,” says Fougere. “It is estimated from 2007 to 2015, 3,500 new jobs will be created just because of the increase in demand across the province. Also, about 4,000 – or 18 per cent of the work force – will be retiring, and they will need to be replaced.
