By Nancy Jakubic ffective January 1, 2008, new Municipal Act legislation on Closed Sessions allows citizens the mechanism to question whether council met in closed session appropriately. In June 2004, AMCTO and AMO responded to that year’s Municipal Act Review with recommendations to broaden legislative powers of municipal governments. One of those recommendations was to grant municipalities the discretion to determine when closed session meetings were appropriate. In return, Bill 130 also increased accountability and transparency requirements by giving the public the opportunity to file a complaint around the use of a closed session (in-camera) meeting and request an investigation.
