During the warmer months, I-97 is constantly crowded with Maryland travelers heading to the Chesapeake Bay and Atlantic M seashore. So when P. Flanigan & Sons won the contract to mill se and overlay several sections of the road and the lengthy ramps a servicing them, with all work to be done at night, the company knew that getting the project done in a safe and timely manner would be a challenge. “Maintenance of traffic was really the biggest obstacle that we had on this project,” said project manager Glenn Snyder. Maryland State Highway Administration officials could ask the contractor to shut down work within the hour if there was a traffic problem at the 4.2-mile-long Chesapeake Bay Bridge nearby. Adding to the logistical problems, the company had to remove its equipment from the job site each night because of the project’s location in a watershed. The busy road carries an average of 104,000 vehicles daily. To assist with traffic control, the Maryland State Police came to the job site each night. P. Flanigan & Sons also pioneered the use of a moving barrier safety system that they used for two days to keep work crews separated from traffic. The company carefully planned all aspects of the 16.8-mile project. Since the job required removal of all of an existing surface course, which varied in depth, workers cored all sections before starting work so crews would know what to expect in each area. P. Flanigan & Sons also used a grinding machine to remove the edge drop-off after milling each night, keeping the lane height differences to within 2 inches as required. This allowed paving of longer stretches of base at one time, ultimately creating a smoother HMA surface course. “People actually thought our base coat was the finished product, because it was that smooth,” Snyder said. The company used a material transfer device and four rollers to lay the Superpave base and surface courses. The final roadway exceeded both density and pavement surface profile specifications. “I think this job turned out so well because we had a vision for it,” said Snyder. “We didn’t rush it; we made sure that everything was right before we did any paving.” Noel Kerans, vice president of construction at the d Leo Journagan Construction Co., attributes the company’s success to employees. “We’ve got outstanding people. The people who lay the pavement are great, the quality control people are great—and they care.” The company’s award-winning project was two disconnected sections of Route 37 in Barry County, a major corridor that connects northwest Arkansas to southwest Missouri. The job included base widening and overlay of approximately 20 miles of this twolane road, with a center turn lane in some sections. Much of the work was done at night. The average daily traffic on the principal arterial road was more than 8,560 vehicles. “Cutting the grade back and then laying the mix back the same night was the biggest challenge,” said Kerans. “We had to make sure that everything clicked together.” Crews widened and milled the road, patched certain sections and then installed an asphalt-treated fabric layer over the existing pavement. Using a laydown machine, rollers, and a material transfer device, the crew overlaid the full width of the project with 8 inches of Superpave base, 2 inches of Superpave binder, and 1.75 inches of Superpave surface course. After laying the HMA, the contractor striped the road for the two-plus-one lanes of traffic and installed rumble strips on both outside shoulders and along the centerline.
