I don’t know the outcome but can only guess. (Of course by the time you read this the winner will be well known!) But what I do know at the moment is that whatever the outcome, big changes will take place. On September 16th a public hearing was held at the Department of Natural Resources on the newly proposed rule, R655-16 Administrative Procedures for Defining Beneficial Use for Supplemental Water Rights (Sole Supply Source Rule) For the most part, this rule will not affect our member systems. One thing that has happened since my last article is on October 22nd, Jerry Olds, State Engineer announced his retirement effective December 16th. We wish Jerry all the best. H Now for a heads up on a few bills that we will likely see in the upcoming Legislative Session: • Adjudication Process Tune Up • Dismissal for Failure to Prosecute • Water Right Applications • Dam Safety Amendment • Engineer’s Fee Schedule • Water Rights Transfers • Water Exemption Clarification • Property Liens (allowing water systems the right to lien property for nonpayment of utility bills) So from the way things are shaping up, it will be a busy year for water issues in the Legislature. We will keep the RWAU membership informed as things transpire, for we never know when something may come up that we need the immediate support of the RWAU Membership. Nationally, we know that we will be getting a new President, but locally we will be getting a new Representative for 3rd District. Representative Chris Cannon has always been a good supporter of Rural Water. He has given his time for our visits, listened to what our needs have been, and has supported those needs. So Representative, we will miss you, and we wish you the best. We will focus after the election on educating the new representative for the 3rd District, whomever it may be, on what the Rural Water is and on what we do.
