(Part II) Chuck Jeffs, Compliance Technician T his article is Part II of a series designed to make you aware of what will be required when an individual from the Division of Drinking Water or representative from the local health department comes to your system to do a sanitary survey. (Part I can be found in the Summer 2008 issue of The Connector.) Points will be given for any deficiencies, and if enough points are accumulated, the system can be rated non-approved. This is the second half of a survey that includes only part of the possible points a system may acquire. Any sampling errors, public notifications not provided, etc., can create points also. As stated in Part I, the amount of points a system can accumulate before being declared unapproved is dependent on the type of system. The following categories are the three point classifications for system types: Community – 150 Points Non-Transient – 120 Points Transient – 100 Points However, just as a system can accumulate points by not complying, there are also ways to get points taken off the record. Here are a few more items that will help systems get rid of unwanted penalty points: Well House Evaluation: • Sanitary seal properly installed and maintained • Drawdown measurement means • Wellhead properly secured • Pumping station pumping to and from • Types of pump(s) at this pumping station • Well pump to waste: Proper air gap Screened #4 mesh • The building and equipment protected from flooding • Actual pumping capacity from well (gpm) • Cross-connections present in the well discharge piping • Adequate drainage provided • Nonpotable substances stored: (toxic chemicals, hazardous or flammable materials or lubricants) • Correct lubricant used for well (ANSI/NF 60) Food Grade Mineral Oil • Rotating and electrical equipment provided with protective guards • Smooth-nosed sampling tap • Check between pump and isolation valve • Pressure gauge • Flow meter • Isolation Valve • Well pumps that discharge water directly into distribution system Air release valve Air release valve has turndown piping on outlet Turndown piping has #14 mesh screens on it Turndown piping has an air gap above ground or pump house floor (Minimum 6 inches) Spring Source Evaluation: • Livestock-proof fencing 50 feet up gradient of spring collection area • Surface water and drainage divert from the 50 feet protection zone around spring • Overflow and/or drain line properly screened (#4 mesh noncorrodible) • Overflow and/or drain line have minimum 12 inches freefall • 10 feet of impervious soil cover or two feet cover with an acceptable liner • No deep root vegetation within 50 feet up gradient of spring collection area • Roots in collection lines • Flow measuring device • High flow capacity from spring (GPM) • Low flow capacity from spring (GPM) Source Protection: • Designated person for their source protection • DDW notified as to who the designated person is • A current copy of the Drinking Water Source Protection (DWSP) Plan on site • Inventory of current potential contamination sources • Implementation of land management strategies (ordinances, codes permits, public education program, minutes of meetings) • New Source – (PER) Preliminary Evaluation Report submitted • Old Source – in use without a DWSP • Existing Source – reconstruction or redevelopment without DWSP Plan • Undocumented source connected physically to drinking water system Chlorinator: • Schematic of treatment facility readily available • Finished water sampling tap provided • Performing adequate process control testing - residuals • Surface water treatment plant greater than 3300 has continuous monitoring • Surface water treatment plant pre/post chlorination separate • Laboratory or appropriate test kit to measure treatment chemicals to the nearest 0.1 milligram per liter • Unexpired shelf life on reagents utilized and correct reagent • Chemical feeders and pumps operate at no lower than 20% of feed range 21 The Connector http://www.nxtbook.com/nxtbooks/naylor/NRUQ0308/ http://www.nxtbook.com/nxtbooks/naylor/NRUQ0308/
