September 2007 – Glenn Brasseaux (center), mayor of Carencro, La., and a board member of the Louisiana Rural Water Association, testifies before the U.S. Senate Committee on Environment and Public Work on the impacts of the Clean Water Act. Each year, Congress passes appropriations bills that include all the funding for the federal government. This process starts early in the spring and typically culminates, in the fall or winter, with the president signing these appropriations bills into law and allowing the government to be funded or administered. Rural Water asks Congress, and specifically the appropriations committees, to include (earmark) a small portion of certain agencies’ budgets to fund state rural water associations’ initiatives. Presentations made to Congress during the rally should address the following five issues: (1) how your association is organized; (2) why your technical assistance effort is truly unique; (3) the need for this assistance; (4) what you accomplished last year; and (5) that it is essential that congressmen press for rural water funding this year. Presentations should include examples and anecdotes about assistance given in each congressman’s district or state that illustrate the results and uniqueness of the initiatives.
