regulation is not appropriate. Before you can offer test data and additional comments on contaminants where you have speciﬁc knowledge, you need to know what contaminants EPA is considering. To access the current status of the CCL process you can go to EPA’s Web site at www.epa.gov/ogwdw/ccl/index.html. Right now EPA is considering the comments they received on the draft list for the third CCL (or CCL3). The ﬁ nal list should be available later in 2009. Because the CCL is on a regular ﬁve year cycle, you can anticipate when to look for information about future lists. EPA will begin examining contaminants for CCL4 as soon as the CCL3 is ﬁ nal, and a preliminary CCL4 should be appearing around 2012 or 2013. So now you know how you can inﬂuence what contaminants are going to be regulated, but when EPA ﬁ nally decides what to regulate, your job is not done. As important as it is to provide input to the CCL process, it is even more important to the future successful implementation EPA now has a formal process it follows to determine what contaminants should be regulated. This process is open to our review and comment so we can get some indication of the contaminants that may be coming and provide advice to EPA on the appropriateness of specific contaminants under consideration. of the regulations to provide comments on the draft regulations. There are regulatory experts at the federal and state level, but it is important for water systems to be involved so the rule writers can have the best information available to help them craft a regulation that both protects public health and can also be effectively implemented. At the federal regulation level, it is important to point out how well the rule can be implemented by water systems. How well can your system conduct the monitoring required by the proposed rule? Can you manage the data collection and reporting that would be required? Always be sure to offer practical and protective alternatives that EPA can consider. Once the federal rule is complete, the focus shifts to the states. All the states except Wyoming have “primacy,” which means they adopt their own regulations corresponding to each federal rule, which allows the state to take the lead in managing compliance.
