This is a transcript of her testimony. “Mr. Chairman, thank you for the opportunity to testify before you and your Committee today. My name is Tracey Hunter and I am the assistant executive director of the Evergreen Rural Water Association. I am here representing the more than 700 small and rural water systems in our association, the more than 4,000 water systems in Washington state and the more than 26,000 small and rural water systems throughout this country that make up the backbone of the technical assistance and training provided to all small systems in every county to assure compliance with the Safe Drinking Water Act (SDWA). “This initiative works because it is operated by the water systems themselves in each state. It is fully accountable to you and your staffs and does not depend on any governmental bureaucracy or educational institution to create programs that often miss the smallest and most vulnerable of your systems … There is no other program funded by the government, much less EPA, that can provide you this type of public health and environmental protection success and accountability Without the assurance of the Congressionally directed funding for this program, the small system technical assistance and training programs will sink into the bureaucracy with little or no guidance from the small and rural water systems themselves. “There are no other programs within EPA, or funded by EPA, that have the support of the overwhelming number or rural and small systems in your states that this program receives. We urge you to keep the existing program in place as our rural areas go through the increasing pressure to meet new and expanding federal drinking water standards.” Fourth Quarter 2008 • 11 A little farm work with (left) U.S. Congressman Bob Etheridge (NC) and NRWA President Rodney Tart (NC) In 2007, for the first time in 30 years, Congress did not direct the agency on how to use technical assistance funding for fiscal year 2007 funds. This resulted in the EPA decision to allow the current assistance that small communities relied on to shut down.
