The Source - Spring 2009 - (Page 33) legislative outlook Advocacy: APGA accomplishments and what to expect with the Obama administration By Nate Hill TRANSPARENCY Picking up on the momentum created by highly volatile energy prices last year, many lawmakers began working to find additional measures to increase market transparency, prevent excess speculation, manipulation and other commodity market abuses. Both the Senate and House held several hearings and considered legislation on the floor last year on these issues. Some of those same members, such as House Agriculture Committee Chairman Colin Peterson, began working immediately by taking input from outside interest groups, including APGA, on legislative policy ideas that address transparency and speculation in commodity markets. Senate Agriculture Committee Chairman Tom Harkin also has indicated that the passage of market transparency language will be a priority for him in the 111th Congress. APGA will continue to push for policies that increase transparency of bilateral, over-the-counter and other dark markets that have the potential for abuses that could impact prices for consumers. Legislators are pushing new proposals to ensure virtually all trades are traded on a government-regulated exchange or cleared by an approved entity. APGA will also continue to push for additional resources for regulatory agencies such as the Commodity Futures Trading Commission (CFTC) and the Federal Energy Regulatory Commission (FERC). These agencies must have enough “cops on the beat” and up-to-date technology necessary to prevent market abuses before they impact the consumer.
