APGA will continue to advocate that prices for natural gas should reflect supply and demand fundamentals and that consumers should not be forced to pay a “speculative premium.” SUPPLY The 111th Congress began 2009 looking at ways to address energy security challenges in the United States including finding and producing new supplies of domestic energy. Lawmakers will attempt to craft a more comprehensive energy bill this Congress that seeks to accomplish the dual goals of reducing both U.S. dependence on foreign energy and greenhouse gas emissions. Several committees in both the Senate and House began working immediately by holding hearings and taking testimony to assess U.S. energy security challenges, greenhouse gas impacts, and several other issues impacting U.S. energy interests. Lawmakers in the 110th Congress allowed the long-standing congressional ban on offshore drilling to expire. Former President Bush also repealed the executive ban. Both bans had been in place for more than 25 years and prevented oil and gas exploration in the U.S. Outer Continental Shelf off the East and West Coasts of the United States and in some areas of the Gulf of Mexico. Bans also were lifted on drilling for shale resources in certain areas of western states such as Colorado, Utah, Wyoming and others.
