The Source - Winter 2008 - (Page 22) feature The role of natural gas in a carbon-constrained world By Catherine Elder P ending carbon regulation most often focuses on reducing the carbon emissions of electric utilities, and since gas utilities are not significant sources of emissions, it is easy for them to ignore the debate. Their underlying belief is that the impact will be on electric ratepayers, rather than gas. This is a strategic mistake. Our analysis shows that gas utilities absolutely need to pay attention to the impact carbon regulation will have on utility resource portfolios. With potential gas burns by electric utilities ranging from 4.0 TCF to 12.4 TCF, the uncertainty imposed by carbon targets is so large that gas utilities need to actively participate in the debate.
