APGA SECURITY AND INTEGRITY FOUNDATION Created in 2005, the APGA Security and Integrity Foundation (SIF) assists small utilities to operate safe and secure distribution pipeline systems. The rapid growth in regulations over the past 10 years—operator qualification, public awareness, transportation security and soon DIMP —has overwhelmed many small utilities’ ability to keep up. Once a person is considered a “controller” the rule would require significant training and qualification, written plans to reduce fatigue, and a host of other detailed requirements.
