Association Leadership - November/December 2007 - (Page 27) External Factors CASE SOLUTION As CEO of the Texas Association of Staffing for 30 years, this scenario hits home with the recent experience regarding the 80th Legislative Session. As Kate Thornberry Hill, CAE a registered lobbyist, it is my role to bring events to Executive Director Texas Association of Staffing the officers’ and board of directors’ attention. One such event dealt with the margins tax that the Legislature passed during the 79th Special Session and went into effect in 2007. Tax responsibility depends upon a company’s fiscal year. After great discussion and understanding of how this law could literally erase the future for temporary services in Texas, I asked the board to add to our team two governmental relations specialists. In the role of notifying the membership at large, TAS continued to analyze the ramifications of the legislation. It became apparent that the association would have to invest a hefty percentage of its budget to handle this complex tax issue. A phrase that one remembers from taking the CAE course is “Go to the member.” It is imperative that the CEO takes into account the perspective of its clientele. The decision-maker must have a say and assist in planning the course of action. However, the CEO must be able to provide guidance and expertise in the action place. Our membership had to have buy-in as well as the board of directors and we had to weigh the financial impact against the legislative impact. Our long-range planning committee was involved not only in the legislative interpretations, but also in the financial impact. Efficient steps were taken to ensure that the bill passed and was signed by the governor.
