Wave: You mentioned different jurisdictions. Since the industry is interstate in its nature, are you trying to address that through a uniform set of rules? SEN PRYOR: That’s a very big part of it. Uniformity will make it easier on everyone. For example, I think it will make the industry more efficient. Companies won’t have to go to one state and do one thing, and then another state and do another. They have to do that all of the time today, and that’s not a good way to do business. Consumers also should have consistent expectations. Maybe they’ve moved from one state to another, or live in one state and work or travel often in another, or have family plans and their kids are scattered everywhere. They see different states have different rules, and that can be confusing and frustrating. This is an effort to bring the two interests together and to try to find common ground. If we all get together and commit to getting this done, I think it is achievable. Wave: What motivated you to try it and work toward that end? SEN PRYOR: Part of it is because I’m a former state attorney general (Arkansas). Even though we had very little jurisdiction over the wireless industry in my office, we still received complaints about the industry. We talked to the state public service commission about them, and we really worked through that together. I have to say the Arkansas companies were always great about working with us. We’d call them about complaints and they were really good about trying to reach out and get them resolved. But it sensitized me to the issue. The other thing that has motivated me is that I love the competition in the wireless industry. It’s an industry born out of competition, and that makes it very different from wireline telephone.
