Wireless Wave - Spring 2008 - (Page 35) ▼ ▼ LEGS, REGS, AND WIRELESS FTC Town Hall, Katrina Emergency Backup Rule, Commercial Alerts, Arizona “Bill-of-Rights,” Network Neutrality Beyond Voice: Mapping the Mobile Marketplace FCC Next Generation E911 Summit The Federal Trade Commission (“FTC”) staff is hosting an upcoming two-day Town Hall meeting to explore the evolving mobile commerce (“m-commerce”) marketplace and its implications for consumer protection policy. The Town Hall, “Beyond Voice: Mapping the Mobile Marketplace,” is a follow-up to the FTC’s November 2006 forum, “Protecting Consumers in the Next Tech-Ade.” The meeting will discuss consumer protection issues including: • The use of mobile-messaging services as instruments of m-commerce; • Consumers’ ability to control mobile applications; • The adaptation of advertising to mobile devices, including the challenges presented by small screen disclosures; • M-commerce practices targeting children and teens; • Industry best practices in preventing fraud, disclosing costs, and resolving billing disputes; • Evolving security threats and solutions; and • Next-generation products and services. The Town Hall meeting is scheduled to take place on May 6 and 7 at the FTC’s Conference Center in Washington, DC. The Federal Communications Commission’s (“FCC”) Public Safety and Homeland Security Bureau hosted a Summit on 911 Call Center Operations and Next Generation Technologies on Wednesday, February 6, 2008. The Summit focused on disaster preparation and response for 911 call centers or Public Safety Answering Points (“PSAPs”), and the evolution of 911 toward next generation architectures, including integration of new services and technologies. The panel discussions highlighted best practices and opportunities for PSAPs to enhance their 911 operations and service capabilities both today and subsequent to the transition to next generation networks. CTIA and Sprint Nextel File Petitioner’s Brief in Appeal of Hurricane Katrina Emergency Backup Power Rule On January 25, 2008, CTIA and Sprint Nextel (“Petitioners”) filed an appellate brief with the United States Court of Appeals for the District of Columbia Circuit (“DC Circuit”) challenging the backup power rule adopted by the FCC as part of its Hurricane Katrina Order.
