SOP FLOW CHART - Solid arrow indicates SOP request flowDashed arrow indicates information flow. Resources participating in a TIFMAS response must do the following: 1. Maintain accurate and current data in the TRRN 2. Maintains current contact information for their agency, including “backdoor” contact information for contact after normal operating hours 3. Train and equip their personnel to meet NIMS and state standards and maintain currency 4. Equipment shall be maintained and meet NIMS and state standards 5. Maintain records of date and timelines associated with each deployment. This includes date/ time of notification, date/time of dispatch, date/time of arrival, dates/times associated with each operational period, date/ time of demobilization from the incident and date/time of arrival back at headquarters 6. Formally check in at the designated location of the assignment 7. Formally demobilize from the designated assignment 8. Contact the TIFMAS representative for their region regarding their status from item d above 9. Comply with Item IX. B. (Com- munications) of this Appendix with each response 10. Be self-sufficient for a period of 72 hours or able to return to their home unit after each operational period, unless logistical support has been established for those resources at the incident. Hurricane Ike The first activation of TIFMAS was during Hurricane Ike for the purpose of providing fire apparatus, firefighters, EMS personnel, ambulances and fire inspectors. State Coordinator Joe Florentino, working with Deputy Chief John Glover from the Coppell EOC staff, and Cynthia Foster with TFS from College Station, coordinated this response effort. The TIFMAS mobilizations began September 9, 2008, and continued for approximately four weeks. Requests for rotations of personnel and equipment were requested in Galveston, Jamaica Beach, Bridge City and Crystal Beach. The following resource types were mobilized for fire assistance: • 5 ladder trucks • 9 water tenders • 22 engines • 1 rescue truck • 283 firefighters • 10 strike team leaders • 2 fire inspectors The following resources were mobilized for the Department of State Health Services: • 20 ambulances • 113 EMT/paramedics There were issues encountered with this first activation, but the TIFMAS team worked through them and the resources were deployed, tracked, and demobilized in a timely and coordinated fashion. There will be an afteraction-review with recommendations and lessons learned submitted to the Emergency Response Committee for their consideration. From these recommendations, TFCA expects the TIFMAS to be improved. TIFMAS will do an even better job of deploying the needed fire resources to those who need them. The Hurricane Ike deployment included resources from 74 fire departments and the State Fire Marshal’s Office. Nine TIFMAS regions were represented and fire services were provided to Orange, Chambers, Galveston and Harris Counties. The efforts of this team during the Ike activation were outstanding! Notes: 1. IMAS – Task force under the Programs Division of the IAFC which reports to the Emergency Management Committee. 2. Technical Expert – Fire Service personnel from one of the four core states who are experts in the development, implementation, and exercising of State Mutual Aid Systems. 3. COG Region. The TIFMAS regions are based on the same 24 geographical regions as defined by the Council of Governments and the Department of Public Safety. 4. ICS 213 –The National Incident Management System (NIMS) General Message form which is used by the State for resource requests.
