VELAP: Where Are We Now?

Summer 2009 Issue, the lead article was “The Woes of Laboratory Accreditation and a VRWA Class That Can Help.” The preamble was written by Linda Capach (VRWA) and Marlene Moore (Advanced Systems Inc.) submitted the information on the Virginia Environmental Laboratory Accreditation Program (VELAP). It is hard to believe, but it has been two years since many operators first became aware of VELAP and the impending regulations, associated new acronyms and the plethora of procedural changes.

It is hard to believe, but it has been two years since many operators ﬁrst became aware of VELAP and the impending regulations, associated new acronyms and the plethora of procedural changes.
Even though a PTOW (Publicly Owned Treatment Works) can begin the certification process at any time, a non-commercial environmental lab must be certified by DCLS (Division of Consolidated Laboratory Services) on or before Jan. 1, 2012, to continue to perform analyses on effluent waters reportable to the VA DEQ–with the exception of field tests (pH, Chlorine, DO) which are not performed inside environmental laboratories. DEQ will be responsible for field testing inspections. Many managers and operators have spent long hours preparing for and securing certification for their wastewater treatment plant labs. VELAP Current Lab Count Summary– as of 5/16/2011
• Chapter 45/Noncommercial–122 active applications • Chapter 46/Commercial/Primary– 42 active applications • Chapter 46/Commercial/Secondary–28 active applications
• All Active Applications are Chapter 45 Labs meeting initial application deadline are currently scheduled to receive a site visit before the end of 2011. [120 labs] • VELAP anticipates issuing 31 final accreditation certificates to Chapter 46 laboratories in the initial application
