Western Independent Banker - January/February 2009 - (Page 30) WIB-endorsed Intrasweep’s On-BalanceSheet Sweep program offers community banks a key tool to improve their balance sheets, increase profitability and become strategic cash management advisers to their customers. The on-balance-sheet sweep enables your bank to retain cash in commercial sweep accounts and convert cash that is locked up in repo programs into loanable funds while providing interestbearing accounts for commercial customers and keeping deposits in the community. Intrasweep is now a separately incorporated entity within The Reserve. With the on-balance-sheet sweep program, your bank can work with your commercial customers to determine their level of daily working capital needed for their individual business needs. The remainder of the cash is placed in the program and swept into a separate account at the bank which accrues interest for your commercial customer. Since the cash is swept in and out daily, your customer always have cash on hand for operational costs. And with all the funds staying in the bank, your bank not only has a stronger assetsto-liabilities ratio but can circulate this capital to other businesses. The on-balance-sheet sweep program can also be used to bring back to the local community the deposits of local “high net worth” consumers. Th is market segment has been part of the overall consumer “fl ight to safety” as consumers in this category have also moved their deposits back to commercial banks following the market turbulence in August and September. While many of these depositors will be happy to keep their deposits in an FDICinsured MMDA, others may “want to have their cake and eat it too”—to make more than six transactions per month and earn interest on their deposits at the same time. The on-balance-sheet sweep meets both needs: You can offer your customer an attractive rate of interest, help them avoid regulatory violations and become a vital part of the community finance recycling effort. Finally, in order to maximize the effects of community fi nance recycling, residents within your bank’s locality need to be aware that they are a crucial part of this cycle. Your customers don’t know what they don’t know, so tell them. Let them know that your bank not only advocates keeping their deposits locally but also has the tools to do so! In the process, you educate the public and increase your bank’s reputation as a business that is concerned about creating a sustainable and robust local economy. When the health of the local bank is robust, it is able to loan capital to start new businesses, which creates jobs and enable residents to buy homes.
