Digital Video - October 2007 - (Page 10) DV UPDATE TOUGH LOVE FROM NYC BY TERENCE KEEGAN F ollowing protest and petition from videographers, filmmakers and still photographers, the New York City Mayor’s Office of Film, Theater and Broadcasting (MOFTB) announced Aug. 3 that it would “redraft” new rules governing the use of camera equipment in the city. Two weeks later, shooters and shutterbugs were still waiting to hear how the MOFTB may modify the proposed regulations— which would have required any two people filming or taking photographs at a single site on public property for more than 30 minutes to carry a permit and $1 million in liability insurance. (The same rules would have applied to a crew of five or more people with a tripod spending more than 10 minutes at a site—excepting such groups as student filmmakers and press photographers.) The office’s decision to draft the new regulations had come as part of a settlement from a recent lawsuit brought by the New York Civil Liberties Union. “By reflecting existing procedures in City rules, MOFTB has endeavored to meet the challenge of identifying a threshold level of activity which necessitates a film permit, while at the same time substantially mirroring its current practices,” the office said in a statement. “The goal is to maintain a safe environment for the public, while balancing the needs of filmmakers whose work may have a significant impact on pedestrian or vehicular use of public space.” Established in 1966 as the first film commission in any locality in the U.S., MOFTB historically has offered free permits requiring liability insurance “only under certain circumstances.” It has also offered free police assistance to streamline filming if warranted by the production. A copy of the rules that were initially proposed is available on the MOFTB Web site at www.nyc.gov/film. Public comment will be re-opened for another 30-day period after the redrafted rules are published. You got a permit? Exhibitors included Alzo Video, the American Society of Cinematographers, Avid, Devlin Video, Digidata, Disc Makers, Dulce Systems, dv Depot, DVtec, Focal Press, K-Tek, NewTek, Student Filmmakers magazine, Tekserve, Varto Technologies, Video Hardware, VSI, WEVA and Zylight. Presentations were made by representatives from Apple, Avid, Canon, Grass Valley, Panasonic, Sony and SMPTE. Taking part in the free panel discussions were cinematographer Tom Houghton (who spoke in detail about shooting HD on his FX drama Rescue Me and NBC comedy 30 Rock), director-producer Lynn Novick (discussing her work on Ken Burns’ PBS doc The War) and cinematographer David S. Tuttman (passionately outlining the visual approach to his HD-shot FX series Damages). DV contributors participating in the Expo East seminars included legalist Thomas A. Crowell, Esq.; graphics gurus Chris and Trish Meyer; lighting expert John Jackman and camera specialist Robert Goodman. Also on center stage was tech authority, award-winning engineer and Videography and Television Broadcast magazine contributor Mark Schubin.
