Concepts in Natural Resources Management

A nAtiOnAL AttitUDE
Stewart Udall, Secretary of the Interior during the mid-1960s, had this to say:
The conservation goal of America's third century as a nation must be the development
and protection of a quality environment which serves both the demands of nature
for ecological balance and the demands of man for social and psychological balance.
The landscapes and cityscapes that comprise the face of our continent present
a partial statement about the state of our civilization, in much the same manner
as the cut of a man's clothes tells something of the man himself. As the republic
nears its 200th birthday, the cut of the countryside bespeaks ambivalence.
The need for a new national attitude toward our environment has grown
until today it is an absolute necessity for human survival. Technology has stretched
and magnified our natural resource potential in many areas. It has also supplied
a harassed people with an infinite number of painkillers and tranquilizers. But
it cannot provide us with one square inch of additional planetary surface, nor do
more than gloss over the mounting environmental insults to humanity.
It becomes increasingly apparent that runaway population, noise and psychological pressures of too-close living will eventually run us out of space and nervous
energy even if food and minerals and fuels were never to flag.
Any new national attitude toward natural resources must take into consideration at least two factors-the quality of human life we seek to establish, and the
specific meld of environmental ingredients that make up that quality.iii

SUMMARY
humans live in an environment. We take everything we need for our survival
from that environment and reshape or move or process parts of our environment to suit our needs. For thousands of centuries, our ancestors could
do this with little worry about the environment. they did not have to be too
concerned about running out of natural resources. Yet today these are two of
the most pressing concerns of humanity-maintaining a livable environment
and managing our limited natural resources.
Natural resources can be classified as nonexhaustible, renewable, and
exhaustible. Nonexhaustible resources are those that nature provides and
renews continuously, such as the wind and water. this does not imply that
they are without limit at any given moment in time.
renewable resources can be replenished or reproduced by the efforts of
people. examples are wildlife, forests, and grasslands.
exhaustible resources are those that can be used but never renewed.
examples are coal, oil, and lead. Once coal is burned, it is gone forever.
Lead can be used and then recycled over and over; but once a quantity of
lead is gone, it cannot be renewed. Some exhaustible resources are in short
supply; others are so plentiful that conservation is not a major concern yet.
all life exists in an ecological system. Organisms are interrelated by many
things. One important relationship among all plants and animals is illustrated
by the concepts of food chains and food webs. the ability of a given ecosystem to feed and shelter a given plant or animal population level is the carrying capacity for the species. Once the system's carrying capacity is exceeded,
the excess part of that population must die. Mass disease and starvation of
overpopulated deer herds are well known.
