He plans to improve new-building efficiency by 50 percent over the next decade to meet that goal,additionally aiming for a 25 percent improvement in existing-building efficiency. Obama said he will expand existing federal grant programs to help states and localities build more efficient public buildings that adopt aggressive green building provisions like those provided by Green Globes and the U.S. Green Building Council.
