18 | Greentailing The IGCC takes hold S urprise! Another green building program is emerging that will dramatically influence the design and construction industry—and not in the way LEED has done. What separates the International Green Construction Code (IGCC) in the world of ever-increasing green building requirements is that it was created with the intent to be administered by code officials and adopted by government entities. The IGCC will be a vehicle to further push efforts to transform the way buildings are designed, operated and maintained, and is anticipated to launch in early 2012. Unlike LEED, which changed the market in the form of a leadership tool, the IGCC is not a rating system, but is a model code that focuses on new and existing commercial buildings for those jurisdictions that elect to adopt it. We’re all aware that the development of a code occurs when there is a clear need to “move the needle.” In the case of the IGCC, there has been an increasing call for a green code that addresses sustainable design, building performance and construction practices. The IGCC provides a practical, enforceable regulatory framework that will help reduce the environmental impact of commercial construction. Better yet, this code was designed by all of the key players—including the ICC, AIA, ASTM International, ASHRAE, the USGBC and the Illuminating Engineering Society (IES). The green building movement has been comprised of voluntary rating systems that have transformed the market and opened the door for mandatory programs, such as the IGCC. This green building code will have minimum building performance requirements to meet, but also will use “project electives” as a way for local jurisdictions to specify enhanced building performance where determined critical. For example, given current technologies, mandating that all buildings be net-zero energy designs (designed and constructed so that they generate all of the energy they use onsite by renewable means) might be quite onerous in many scenarios. However, encouraging the voluntary implementation of practices that move toward net-zero energy buildings is a more reasonable approach, and is the one incorporated in the IGCC. With the adoption of the IGCC, jurisdictions now will have a specific “road map” to ensure compliance with criteria derived from the latest sustainable science, safety, performance and policy considerations. IGCC goes far beyond a “checklist” and integrates with the existing family of I-Codes, which is the most proven method to ensure that building designers, contractors, owners and inspectors all work from a common platform. In short, adopting the IGCC will provide an effective tool for jurisdictions to ensure that safe and sustainable green construction is done “by the book.” The IGCC also offers ASHRAE/USGBC/IES Standard 189.1 as an optional compliance path to the system. Therefore, teams that are currently integrating 189.1 into new prototypes will find themselves ahead of the curve and in compliance for any mandates they may see as rollouts take place here in North America and abroad. Categories addressed in the code include: Energy and water conservation and efficiency. Specific guidance includes the topics of mandated reductions in potable water consumption, carbon dioxide emissions rates and integration with the International Energy Conservation Code (IECC). Land use and development. The IGCC addresses how a building can positively impact the land it occupies, as well as reduce the negative consequences that its presence may have on existing natural resources. Practices for adapting existing buildings. This section includes details on additions and/or alterations and changes in occupancy, with regulation of historic or relocated buildings deferred to local requirements. Project electives. This section provides a menu of options that allow jurisdictions to adapt the IGCC to their specific needs. The code addresses brownfield and infill sites, the development of high-performance buildings and other site-specific considerations. Pre- and post-occupancy commissioning. This is a critical section that links design elements and systems functions with overall building performance. Now, before you begin shaking your head around the idea of having to keep your thumb on yet another set of sustainable design requirements, what you need to know is the intent of the program is to unify the confusing quagmire of green building standards out there and serve as the first internationally recognized green building code. The launch of this new model code will provide the building industry with a consistent platform to both broaden and strengthen building codes in a manner that will accelerate the construction of high-performance sustainable buildings.
