be tweaked, but it's an easier process when everybody
has embraced the same mission from the beginning.

number of scenarios where the project was completely
designed, and pretty much under construction, before
there was consideration for involving folks who thought
about security. In those kinds of scenarios, you're looking
at changing things after the fact. You're looking at
mitigating risks after the built environment has already
been constructed or after the budget has been locked in
and the design has been agreed to. It's a reactive approach.
But there's really been an evolution, and now you're seeing
people from lots of different areas come to the table at the
concept stage. People have begun to understand that if
you don't address those things early on, they can become
expensive afterward.

Perspective: How might bringing in security
earlier affect design?
TUOHEY: For example, if you're building a new
emergency department or urgent care center and you've
got a number of exam rooms or interview rooms, you could
design a few of them to be safer than the rest-maybe
a door in the back of that room that brings you into a
different space. It's not something you'll need in lots
of situations, but it's very inexpensive to design at the
onset and would be very helpful should an incident occur.
Emergency management is by and large operational, but
you can do things without great expense during design or
renovation to facilitate it.
Or say there's an outbreak of pandemic flu-you're not
going to have those people cross paths with your regular,
healthier traffic coming in and out. You can design for that
scenario, and it's a small change in the concept stage, but
it's something that often isn't considered.
BROTMAN: In the design for the new Sandy Hook
Elementary school, the site of a school shooting almost
six years ago, we decided through working with a security
consultant that our approach would be first to deter and
then detect, delay, and respond. For example, inside the
school building, the layout celebrates the entrances, which
I've always loved. It's a great design element and highlights
that this is the children's home for the day. We can still do

Sandy Hook Elementary School in Newtown, Connecticut
in 2016. Sandy Hook was the site of a deadly school
shooting in 2012, and Brotman's design for the new school
emphasizes safety and security as well as creating learning
environments through openness and interaction with nature.
Nunzio DeSantis, FAIA, founder, senior
partner, Nunzio Marc DeSantis Architects,
Dallas, Texas, USA
DeSantis spent three decades running the
hospitality group for global architecture
and design firm HKS Architects-overseeing
creation of more than 60,000 hotel rooms-
before launching Nunzio Marc DeSantis Architects with his
son Marc DeSantis. He's also the president of the Dallas
chapter of the American Institute of Architects.
Tinus Kanters, project leader, Living Lab
Stratumseind, Eindhoven, the Netherlands
Kanters' roots as a security and crowdmanagement professional grew from his
experience as a music-festival organizer.
Currently, he's working for the Dutch city
Eindhoven, developing ways to influence public behavior
through design and technology.
Kevin Tuohey, president, International
Association for Healthcare Security and
Safety (IAHSS), and executive director,
research compliance, Boston University
and Boston Medical Center, Boston,
Massachusetts, USA
Tuohey has three decades' experience in
healthcare security and emergency management. His work
for IAHSS includes the development of healthcare industry
security guidelines.
