TS has been involved in providing program management services to the USCIS ASC program since 1999, and TS performance was recognized again in late 2007 when the team was asked to continue for another year in the one-base-year/ four-option-year performance-based contract it won as a recompete in 2006. “We did this by ensuring the highest quality performance for our customer, USCIS, and our customer’s customers, the applicants at the ASCs,” said Lee Bandel, program manager of the project. “We are proud of the fact that for six years running now we’ve received the highest ratings for the quality of our products and services, our cost control, the timeliness of our performance and our business relations.” A s the U.S. Citizenship and Immigration Services (USCIS) prepares to open its newest Application Support Center (ASC) in Raleigh, N.C., the Northrop Grumman Technical Services team continues to work along- TS biometric technician Aom Jai Hartman (right) visits with customers at an Application Support Center in Alexandria, Va. tons co-located in government facilities and 6 port-of-entry facilities located in international airport terminals. The greatest success of this program lies with the talent, initiative, loyalty and dedication of the program employees, said Bandel. “They are a very special group of people, and what they achieve daily and the customer satisfaction they create is a marvel to watch. Anyone can see our team really enjoys helping people who want to share the ‘American dream.’” Many of the 1,100 full-time, part-time and on-call TS employees working on the USCIS ASC program are naturalized citizens. Biometric technician Aom Jai Hartman is one such professional; she’s worked at the Alexandria ASC in Virginia for three years. “[My position] gives me the chance to meet many different people from different countries,” she said. “Sometimes if you’re curious, say, about the pyramids in Egypt, you’ll be able to find out about them from one of our customers who is actually from there.” And it wasn’t that long ago that Hartman herself was a customer at an ASC—the exact location, in fact, where she now works. The Thailand native, who moved to the United States six years ago, went through the USCIS applicant process before becoming a U.S. citizen in 2005, so she intimately understands the applicant’s perspective. This performance was only made possible with USCIS support and guidance to standardize operations and USCIS initiatives to improve ASC policy, equipment and facilities, said Bandel. “We are blessed to operate as their partner.” TS provides full management and staffing services, including human resources; financial, logistics and property control; operations and quality; and facilities management, for USCIS at 136 total ASC facilities—soon to be 137— in all 50 states and U.S. territories.
