Technical Services - Summer 2008 - (Page 5) lcoe Seamless Partnering and Exceptional Performance – Two Defining Traits of the U.K. AWACS Program By Susan Idziak n expanded contingent of employees from the Life Cycle Optimization and Engineering (LCOE) Group were on hand in the United Kingdom in July to help the Royal Air Force (RAF) celebrate its 90th anniversary. The group attended three separate events that helped mark the occasion: the RAF Waddington International Air Show, the Royal International Air Tattoo (RIAT) and the Farnborough International Air Show. LCOE has special interest in U.S. allies across the Atlantic. Partnering with the RAF and the U.K. Ministry of Defense, LCOE has a team residing there that manages the Whole Life Support Program (WLSP) for the U.K.’s E-3D Sentry Airborne Warning and Control System (AWACS) fleet of seven aircraft. One of these aircraft flew as part of a simulated tactical scenario demonstration at the Waddington show, and another flew in a celebratory 90-aircraft formation at RIAT. For the 20-year, $1.2 billion output-based performance contract, which began in 2005, the Northrop Grumman Technical Services Joint Sentry Support Team (JSST)—which includes BAE Systems, FR Aviation Services, AAR Corporation and other Northrop Grumman sectors—provides aircraft maintenance, aircraft engineering and logistics sustainment support at its main operating base, RAF Waddington, and supply chain support at the RAF’s forward-deployed operating bases worldwide. The team of about 175, which includes a management team of 12 LCOE employees and an embedded element of RAF technicians, boasts meeting 20 of 20 program milestones and completing nine maintenance ‘C’ checks (conducted every18 months) and 16 stand-alone ‘B’ checks (conducted every six months) on time or ahead of schedule. WLSP Program A Manager John Parker said, “Our win-win partnering efforts drive enhanced performance for better aircraft availability to ensure the sustainment of Sentry aircraft for peacetime and surge requirements.” The JSST currently delivers contractual aircraft availability of 98.3 percent. Two Royal Air Force flight crew members perform mission duties aboard an AWACS aircraft. The program attained ISO 9001:2000 certification two months ahead of the contractual milestone and has been awarded Chairman’s Awards from both Northrop Grumman and BAE Systems. Recently the building constructed as part of the WLSP to house the JSST received a design award from the British Institute of Facilities Management.
