ATN will incorporate not only the Army’s training best practices but also link other training resources, training doctrine, as well as provide a means of collaborating through forums and blogs. What is different about this training resource is that it will be available only via the Web and it will have multiple layers of information and the ability to tie directly into the Army’s Web-based training management tools. Additionally, it will directly support the revised Army Field Manual 7-0, Training for Full Spectrum Operations. As the Army transforms to a more mobile, agile and capable force to meet missions around the world, the delivery of training best practices — including through ATN — is fundamental to the Army’s goals. Led by Mike Griswold, members of the TS core team of doctrine writers are Bill Barker, Joe Sparks, and Bill Brosnan, all of whom are retired U.S. Army officers. Scott Graham (Fort Leavenworth, Kan.) and Jeff Jones (Albuquerque, N.M.) have been key players on the technology side, developing the ATN Web site. ATN is expected to be activated and made available to the Army early in 2009. TS A Northrop Grumman Technical Services (TS) team is in the process of developing the Technical Services secures key DHS contract The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has awarded Technical Services a task order under the National Exercise Program contract to plan, conduct, and evaluate the 2009 Tier 1 National Level Exercise (NLE 09). The time and materials task order is a multi-million dollar contract over a two-year period. “The National Level Exercise is the largest, most complex exercise conducted under FEMA’s National Exercise Division,” said Edward Soriano, Northrop Grumman Technical Services’ (NGTS) program manager for the contract. “Northrop Grumman’s extensive experience in training and exercise planning will aid our customer in ensuring that the new administration’s government officials rapidly assimilate the scope of a major crisis through the exercise process.” “We are excited to be a part of an exercise program that prepares our nation’s leaders to handle a wide array of emergent homeland security issues,” said Mike Roberts, vice president and general manager for the NGTS Training and Simulation Group. “Our team’s demonstrated expertise and experience in exercise planning and execution will provide the future administration with the tools they need to gather the critical information, assess the situation and rapidly respond during crisis situations.” TS Pictured is a film clip from training materials prepared for a Department of Homeland Security training exercise. 18 Technical Services Magazine • Winter 2009
