Technical Services - Winter 2009 - (Page 19) t&s Technical Services trainers deliver new military intelligence instruction to African partners echnical Services employees broke new ground in Africa with the first graduating class of MIBOC (Military Intelligence Basic Officers Course) recently conducted in Africa. MIBOC is an initiative in the Trans-Sahara CounterTerrorism Partnership, a multi-year multi-faceted effort to defeat terrorism and its potential to spread on the African continent. Twenty-six students from Algeria, Mali, Mauritania, Niger, Nigeria, Senegal, and Tunisia graduated from the class in Bamako, Mali. This is the first course of its kind to be presented to an international military audience in Africa. The 12-week program, taught in both French and English, was developed, managed and executed by TS employees from the Europe Command (EUCOM) and Africa Command (AFRICOM) Regional Joint Intelligence Training Facility (RJITF) in Molesworth, England. The course is based on the U.S. Army curriculum from Fort Huachuca, Ariz., and is accredited by the Defense Intelligence Agency. T Michael Redding, Joint Training Intelligence Facility director, said of the instruction: “This partnership with Africa is building a fraternity of professional military intelligence officers to improve security and cooperation within Africa and with the United States. The Northrop Grumman instructor staff was exceptional!” TS instructors Tracy Colley, Gerald Lefler, and Cynthia Lenhart prepared the students for duties as unit/staff military intelligence officers through a combination of classroom training, Internet- and computer-based tools, practical exercises and terrain walks. Primary modules encompass battlefield operating systems, contemporary operating environment, intelligence preparation of the battlefield, targeting, stability and support operations, and counter-terrorism (CT). The CT module, a key element of the training, was provided by Nikki Basile. The instruction team was augmented by a host nation liaison officer. TS 1 1 2 African peacekeepers receive field training during advanced military intelligence instruction. Students presented intelligence and targeting briefings to a group of partner nation directors of military intelligence. 3 2 Military Intelligence Basic Officers Course (MIBOC) is the cornerstone of a growing catalog of exportable intelligence training available to African partner nations. The second MIBOC is scheduled to begin in Bamako, Mali, in November 2008. 3 Northrop Grumman Technical Services 19
