Technical Services - Winter 2009 - (Page 9) ss Fort Irwin gains efficiencies through process improvements and expanded warfighter services he Fort Irwin’s Logistical Services and Support contract team continues to expand business opportunities for our sector. This expansion has been made possible through process improvements and the increased scope of support provided to U.S. soldiers. TS now serves as the senior Movement Control Agency for the National Training Center’s (NTC) theater of operations. TS is responsible for monitoring and managing all modes of transportation, including Yermo-Railhead, Southern California Logistical Airport port of embarkation and aerial port of debarkation, as well as providing liaison and monitoring all movement operations at Port Hueneme. This work came to TS from the government after the 171st Movement Control Company was deployed to the Iraq area of operations. “Our proven record of providing support made us the logical choice to provide these services,” said David Booze, Fort Irwin site manager. “We now support at least 10 rotations per year, providing warfighters with the logistics support they need to train.” The Movement Control Center works with the already existing Northrop Grumman Echelons Above Brigade (EAB) elements providing transportation for all commodities (food, water, ice, fuel, ammunition, repair parts, and trash retrograde support) to and from the forward operating bases for all rotational brigade combat teams. T 1 In the near future, the rail and air movement control teams at the NTC will use TC-AIMS II. The Central Issue Facility (CIF) has also had its capabilities updated to support the current threat environment of the Global War on Terrorism and a myriad of Army mission requirements. Fort Irwin CIF supports an average of 851 customers monthly with clothing and equipment requirements. “We anticipate a workload of 450 air flights per year carrying some 80,000 personnel and more than 4,000 railcar loads carrying some 12,000 pieces of equipment annually,” added Booze. “Our every activity is committed to ensuring that our customers experience smooth and effective service when they move and undergo training.” Also managed under the contract, the Transportation Motor Pool handles transportation for soldiers, averaging 10,540 riders monthly and supporting 554 tractor trailers with maintenance and parts. Similarly, the Fort Irwin Personal Property Shipping Office, also managed under the contract, receives regulatory guidelines and directives from the U.S. Army Military Surface Deployment Distribution Command (SDDC). SDDC is the executive agent for DOD’s Personal Property Program, managing expenditures of nearly $1.9 billion each year.
