ESSENTIAL FUNCTIONS: 1. Coordinate the preparation of the annual operating budget for the review of the President, Finance Committee, and presentation to the Board of Directors for approval. Prepare Capital Budgets for approval by the Finance Committee. Administer operating and capital spending relative to the approved budgets, and prepare periodic reports as requested by President and the Finance Committee. Preparation of financial forecasts as requested; 2. Serve as a member of the senior management team in the policy making process, establishing goals, and objectives. Work with and train senior management to understand there financials; 3. Administer all financial systems and accounting records with appropriate accounting controls, and oversee the preparation of financial statements to include but not limited to internal department reports to be distributed monthly in accordance with “Generally Accepted Accounting Principles”; 4. Responsible for presenting annual financial statements for audit by independent firm of certified public accountants and reporting audit results to the Audit Committee; 5.Work with the firm engaged to invest funds, ensuring that donor restrictions are adhered to; 6. Oversee all financial functions related to A/P,A/R, Payroll, and reporting; 7.Work with the COO to negotiate arrangements with vendors and subcontractors for goods and services procured by the Affiliate; 8.Work with the COO and program managers to analyze and negotiate annual service level agreements for VOAC; 9. Prepare compliance reports for various contracts as required by our funders. Comply with the federal standards surrounding Circular A-133; 10. Leadership, training, and mentoring of all finance staff. REQUIRED KNOWLEDGE, EDUCATION & EXPERIENCE: Knowledge of: 1. Not for Profit Finances, OMB A-133, accounting best practices, and bond financing; 2. Automated accounting systems, Microsoft Office applications, and Microsoft Outlook; 3. Non Profit multi-programmatic operations, functions and facilities; 4. Audits of Not for Profit organizations; 5. Medicaid billings and government contracts. Education and Experience: 1. Bachelors Degree in accounting or related field, plus 10 years of experience. Master’s degree in accounting or related field, a plus; 2.
