Democrats face huge temptations to make up for lost time, but they also want their majority to last more than one term and have their eyes on the White House in 2008. The challenge for House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid will be striking a balance: reward the party base and make their mark without rallying Republicans for a comeback. The initial agenda will be unabashedly liberal: Pelosi pledges to raise the minimum wage, roll back tax breaks for oil companies and promote stem cell research, all in the first 100 hours. Expansion of the Family and Medical Leave Act is on the horizon, along with a crackdown on corporate tax compliance. Health care will focus on high-profile initiatives like negotiating Medicaid drug prices, but is unlikely to include measures to control costs for retailers. Protectionist trade views could result in new restrictions on imports from Asia. Still, several factors will force Democratic leaders to moderate their agenda. Many freshmen Democrats are far closer to the center than party leadership, and were elected on platforms tied more to ending the war in Iraq than political ideology. And, the Democrats’ 51-49 majority in the Senate isn’t enough to pass contested bills without Republican cooperation. Winning the majority also brings the burden of having to govern. Republicans punted the unfinished federal budget into the lap of Democrats before wrapping up the 109th Congress. And if Democrats want to lessen or end the U.S. involvement in Iraq, they will have to devise an appropriate exit strategy. Keeping members in line could also be a challenge. Most incoming committee chairs – including liberal icons like Ted Kennedy at the Senate Health, Education, Labor and Pensions Committee or Charlie Rangel at House Ways and Means, may chafe at the increased power of the speaker and majority leader that evolved under the GOP. At least five senators have signaled possible 2008 presidential campaigns and may place their own agendas ahead of orders from leadership. Nonetheless, we may find this new majority more open to retail priorities, such as skyrocketing credit card interchange fees, leveling the sales tax playing field between traditional retailers and on-line merchants and cleanup of the Sarbanes-Oxley Act. NRF has always maintained good relations with both parties, working with pro-retail lawmakers regardless of political affiliation. With the 2008 presidency at stake, we expect Democrats to be willing to seek common ground – meaning the pendulum will likely end up far closer to center than left. T CHAIRMAN OF THE BOARD M.
