Now in their 15th year, these awards recognize individuals and organizations that exemplify NSBE’s ideals of academic excellence, professional success and dedication to improvement of the black community. The NSBE Golden Torch Awards ceremony takes place this year on Saturday, March 31, 6:00 p.m. to 9:00 p.m., at the David L. Lawrence Convention Center, during the 38th NSBE Annual Convention, in Pittsburgh, Pa. The ceremony is a great show with a higher purpose. Since their inception, the NSBE Golden Torch Awards have provided millions of dollars in scholarships to talented high school seniors. golden torCh legaCy award WARnER M. WILLIAMS Vice President, Gulf of Mexico Business unit Chevron Corporation Warner Williams is responsible for Chevron’s offshore shelf and deepwater production operations and the company’s shelf exploration activities. Williams received his bachelor’s degree in petroleum engineering from the New Mexico Institute of Mining and Technology in 1974. That same year, he joined Chevron as a production engineer and progressed through assignments of increasing responsibility. He took his first management post in 1990, manager of Engineering Training at Chevron’s Drilling Technology Center in Houston, and went on to manage Chevron operations in the Democratic Republic of Congo, in Indonesia and in Southern Africa. He also spent two years in the late ’90s as a lobbyist for Chevron in Washington, D.C., as general manager of International Relations. In November 2000, Williams was named to lead the team that merged Chevron’s and Texaco’s worldwide oil exploration and production assets into the newly formed ChevronTexaco Corp. He became vice president of Health, Environment and Safety for the new entity in 2001. Before assuming his present position in June 2008, Williams was vice president of Chevron North America Exploration and Production Company’s San Joaquin Valley business unit, headquartered in Bakersfield, Calif. In this capacity, he was responsible for Chevron’s oil and gas production in California. In addition, he is president of the Chevron Gulf of Mexico Response Company, LLC and serves on the Executive Committee for the Marine Well Containment Company, LLC. Besides handling his huge responsibilities with Chevron, Williams is active on the boards of nine organizations, including the American Association of Blacks in Energy. East Coast of Africa. He concurrently serves as commander, Defense Force West and provides Coast Guard mission support to the Department of Defense and combatant commanders. Vice Adm. Brown is a native of Washington, D.C. A 1978 graduate of the U.S. Coast Guard Academy with a Bachelor of Science degree in civil engineering, he also holds Master of Science degrees in civil engineering from the University of Illinois at Champaign-Urbana (now the University of Illinois at Urbana-Champaign) and in national resources strategy from the Industrial College of the Armed Forces. He is a registered professional civil engineer. Vice Adm. Brown’s previous commands include the 14th Coast Guard District, Maintenance and Logistics Command Pacific, Sector Honolulu, and Group Charleston. From 1999 to 2002, he served as the military assistant to the U.S. secretary of transportation, including duty as the acting deputy chief of staff for six months after the terrorist attacks of Sept. 11, 2001. In May 2003, he served as the chief of Officer Personnel Management at the Coast Guard Personnel Command. From April to July 2004, he was temporarily assigned as the senior advisor for Transportation to the Coalition Provisional Authority in Baghdad, Iraq. Working in a combat zone, he oversaw restoration of Iraq’s major transportation systems. Vice Adm. Brown’s many military decorations include the U.S. Transportation Secretary’s Gold Medal, the Legion of Merit, the Iraq Campaign Medal and the Coast Guard’s first Captain John G. Witherspoon Award for Inspirational Leadership. golden torCh legaCy award EDWARD T. gILLIAM Inventor As someone who helped revolutionize the tire manufacturing industry, Edward T. gilliam should stand head and shoulders above his peers, but little is known of his contributions. By honoring Gilliam, 92, with a Golden Torch Legacy Award, the National Society of Black Engineers is lifting up his name and accomplishments to equal billing with other African-American technology trailblazers. In 1976, as an engineer with then-Allied Chemical, Gilliam, now 92, invented a viscoelastometer, an apparatus used for testing solids in the manufacture of tires. This ’70s-era success story has its beginnings in the late 1930s, when, after graduating fourth in his class from Steubenville High School in Ohio, Gilliam was forced Continued on page 88 www.nsbe.org golden torCh legaCy award vICE ADM.
