Con: ONS is committed to strengthening the Society and cancer care by broadening its base and expanding its membership. The international tiered membership proposal—designed to provide ONS resources and select member benefits to nurses in developing countries—may not be the best way to work toward this goal. This proposed membership would offer limited benefits for the international nurse; however, healthcare institutions in developing countries don’t necessarily have the resources available, regardless of the cost, to make this a worthwhile venture for their nurses. In addition, all of the information available to this membership may need to be translated into different languages for the nurses to benefit fully from the content. If not monitored closely, this could result in significant expenses to ONS with little or no financial gain. The language and resource issues are minor compared to the differences in nursing practice across the globe. Nurses in developing countries may have extremely different roles and responsibilities than those in the United States and other developed countries. Much of the information that ONS could provide to these individuals may not be applicable to their practices. Practices also vary widely from country to country, and providing this limited membership to meet the needs of such a broad range of cultures and resources will be nearly impossible. This membership class may impact our relationships or future relationships with country-specific and regional oncology nursing associations. These associations may see the ONS membership class as competition with their own membership recruitment efforts. To this end, ONS may be perceived as a competitor and may not be a welcome partner in addressing international oncology nursing issues. Finally, if this bylaw amendment passes, active members may perceive inequity in that they are not able to take advantage of a lower-priced, tiered membership option as well. This could lead to dissatisfaction and decreased member retention. ONS Board of Directors Recommendation: Adopt ✱ ONS Campaign Policy Provides Fair Voting Environment NS has developed a campaign policy allowing candidates equal access to ONS members regarding their candidacy in the formal ONS structure. An informed electorate is critical to our continued success in selection of our leaders while maintaining integrity of the electoral process. A fair and ethical environment is critical to the equal support of all candidates and encouragement of member voting, in keeping with our Core Values. The candidate is responsible for personal compliance with the approved campaign policy. Following formal notification in writing from the Nominating Committee, the candidates may verbalize their interest in the position for which they have been slated with their peers and consistent with the following activities. O I. The following are permitted. A. Candidate information will be placed on the official ballot, which will include the candidate’s position statement and response to selected question. B. Candidate information will be published in ONS Connect and on the ONS Web site. C. The ONS national office will distribute a personal message from the candidate to the ONS membership if received by the deadline as stated in the slating notification letter. D. Chapters and SIGs may recognize candidates internally via newsletters, meeting announcements, and virtual communities. E. Chapters are encouraged to host a meeting emphasizing voting re- sponsibilities without campaigning for individual members. II. The following are not permitted. A. Active solicitation of votes by candidates (posting flyers, asking for votes, distributing buttons or pens, or direct mailing, etc.) B. Solicitation of funds for the purpose of campaigning C. Acceptance or solicitation of corporate or institutional sponsorship for campaigning D. Campaigning by other individuals or institutions on behalf of candidates with candidates’ knowledge The ONS Board of Directors shall have the authority to remove a candidate from the ballot or void a candidate’s election as a result of violation of the campaign guidelines. ✱ November 2008 ONS CONNECT 27
