the construction of smart cities. the
construction of smart cities in europe
has been more concerned with sustainable development and embodied
the concepts of energy conservation
and environmental protection. in
2010, the european union announced
the europe 2020 strategy and declared smart growth as one of its
three key tasks. Japan, meanwhile,
has implemented smart city construction for overcoming energy and
environmental issues as well as conserving and improving energy efficiency, while south Korea is fostering new industries
through smart city construction and has built a green, digital city based on an intelligent communication network.
More than 26 major cities have promoted smart cities
since the idea first arose in China in 2010, with hundreds
of cities in China witnessing the completion of smart city
construction during this time. in 2014, the Chinese government released the national new urbanization Plan
(2014-2020), which named smart city construction as one
of the three important directions for a new city. in June
2014, the national Development and reform Commission released the white paper "China smart Grid and
smart City Development report," which further illustrated the importance of building smart cities and
improving living environments.

the idea of a smart city takes into consideration the harmonious development of nature and human beings as its
basis. it promotes the synergistic operation of a city's
various parts through the integration of various technologies, and arrives at the realization that city management can be more efficient, public services can be better,
the environment can be cleaner, and life can be more
comfortable. it is important to note that a smart city is
not simply a combination of information and intelligence, but rather, an industrial ecosystem oriented to
peoples' lives as well as an important means of response
for urban development, industrial upgrading, and mode
transformation in the new global economy. based on this
vision, a smart city must integrate the planning and
overall arrangement of resources, understand the interaction between city builders and
urban residents, provide assistance for economic development,
and realize the interconnectivity of
this industry. the structure of a
smart city scheme comprises a
comprehensive operation center

railway transportation, and so on. in
China, a series of engineering demonstration projects and applications encompassing all aspects of a city's
electrical, transportation, water regime, building, and lighting needs
have been conducted to provide a
comprehensive solution, as well as to
provide intelligence for future applications. this article discusses completed and ongoing projects at nari.

Smart City Technology
Framework
the general technical framework of
a smart city consists of perception,
communication, data, and application layers; on this basis, various
types of smart applications are
derived. the general technical
framework of a smart city is shown
in figure 2.
the bottom layer is the perceptual layer, the main function of which
is to identify the static and dynamic
properties of the object. static
