Vision Program and Con Edison Are
Reshaping Electric Distribution Planning

THE NEW YORK CITY BOROUGHS OF BROOKLYN AND QUEENS ARE UNDERGOING A PERIOD
of gentrification, infrastructure rebuilding, new construction, and load growth not experienced in decades. Significant numbers of residents are moving in, and structures that had been abandoned or were in disrepair are being
refurbished and modernized to accommodate the burgeoning population. Homes, businesses, and industries are
reviving areas long in decline, and Brooklyn's growth has made it the nation's fourth most populous city, according
to the U.S. Census Bureau.
This population growth places significant new demand on the electrical system owned and operated by Con Edison. Con Edison tracks peak electricity demand for each distribution circuit (feeder) and each secondary network
distribution system, utilizing an annual forecast report to prioritize grid expansion, aging equipment replacement,
and modernization. Electric distribution planning (EDP) engineers work with substation engineering and transmission system planning departments within Con Edison (and the New York Independent System Operator) to conduct
power-flow studies under normal and contingency conditions that will help serve electricity customers safely, reliably,
and cost-effectively.
In response to the growth in both population and electricity demand, Con Edison estimates that its cost to expand
the Brooklyn-Queens grid through "traditional" utility solutions will be in the neighborhood of US$1 billion-a
relatively high number, even for New York City and Con Edison. The complexity of the city's underground electrical
system along with the difficulties of construction in a highly congested urban environment with infrastructure both
above and below ground mean that the costs for transmission, substations, and secondary networks are significantly
