involved in the BQDM project; the traditional approach of
expanding the utility system can now be complemented or
even deferred with a host of other solutions.

According to census figures, Brooklyn, Queens, and the
other boroughs of New York City have seen record growth
over the past five years, leading to an all-time high in 2016.
This growth places a strain on all necessary resources, especially in areas that have a rapidly expanding demand for

electricity. So the choice for Con Edison is to either add utility lines and facilities or look at a combination of methods
that will help reduce electricity demand and generate electricity locally and more sustainably. Con Edison developed
the BQDM program in 2014, at a proposed cost of US$200
million, to defer an approximately US$1 billion grid expansion. Con Edison's proposed solution includes a portfolio of
41 MW of customer-side solutions, 11 MW of utility-side
solutions, and a 60-MW load transfer from the BQDM networks to the adjacent Glendale substation and networks. The
time value of deferring the US$1 billion system expansion
for ten years, coupled with societal benefits such as reduced
greenhouse gases, justifies this investment. In Con Edison's
30 June 2016 distributed system implementation plan, the
utility proposed considering the traditional Glendale transfer
for a similar customer-side solution, which may provide even
more societal benefits.
Con Edison received dozens of responses to its request
for information seeking solutions for customer-sited
systems and utility-sited systems. Figure 3 illustrates some
of the approaches being considered and deployed within the
BQDM area. Figure 4 shows a rendering of a large battery
system owned and sited on Con Edison property that will
be charged during early morning hours and discharged during evening peak hours, as needed, under the control of Con
Edison system operators.
Energy efficiency has often been called the lowest-cost
generation, and it is clearly a significant and important tool
for reducing electric demand just as various distributed
generation technologies, such as fuel cells and solar photovoltaic, are being employed with the same goal. Although
volt-var optimization appears to be a smaller component
of the overall solution set, Figure 5 illustrates that voltage
optimization programs will have a significant impact on
peak demand in the BQDM area.
Because the three networks fed by the Brownsville
substation peak in the evening, the solar photovoltaic contribution to the 2018 portfolio does not appear significant
(compared to energy efficiency, DR, storage, or gas-fired
distributed generation). Figure 5 illustrates how the various DERs will likely be achieved and dispatched during the
course of a peak-load day. Resources such as energy efficiency are expected to remain in place well beyond the 2018
need date, while DR will be available only during the years
when it is contracted. As more DERs are built and tied into
the grid, monitoring and verifying DER productivity will
become increasingly important for measuring and tracking
overall system performance.
