fuel cells, and similar devices capable of stand-alone operation.

safe, reliable, and cost-effective electricity. As loads grow,
new distribution circuits and other infrastructure are added
before the system becomes overloaded. But these traditional EDP approaches are under pressure to change-
from a practical perspective and often from a regulatory
perspective as well.
Planning departments now have a much larger toolbox
of solutions to reach into, but choosing the most cost-effective, long-term, and reliable solution from this collection of
potential choices is often quite difficult. This is effectively
the goal of integrated resource planning (IRP), but never has
the solution set been as prolific as it is now nor has there
been such an external drive to implement alternative measures (see "Secondary Network"). Evaluating alternative
measures requires new and improved tools that look beyond
peak-load planning studies to address the spatial and temporal complexities introduced by DERs. REV has ordered
New York utilities to publish distribution system information plans describing how they will integrate DERs into their

distribution planning processes and how each utility will
build out its DSPs to achieve this vision.
One concept that is becoming more commonly understood and used by electric distribution engineers is quasisteady-state time-series (QSTS) simulations, which focus
on slower system dynamics (seconds to hours) by stitching
together steady-state solutions over time. QSTS for distribution was originally introduced through open-source
research tools, but it is currently being adopted on commercial software platforms. Examples where QSTS has proven
beneficial include photovoltaic hosting capacity studies,
distributed storage and generation dispatch, evaluating
VVO scenarios and methodologies, and DR implementation; all of these technologies have a temporal aspect with
regard to their operations that cannot be captured through
the traditional peak-planning forecast methodology. Beyond
QSTS, significant advances for tools have been made in
distributed generation short-circuit studies, three-phase
machine dynamics, feeder reconfiguration and switching,
