the time of day. during night, when PV generation output is
zero, the dead band of the sVr will automatically widen to
reduce activation times. electrical current data will be used to
determine the proper reference voltage in each sVr because
the intermittent PV generation current causes inappropriate
solutions from the traditional capacity-based power flow estimation method.
surplus electricity purchase and total electricity purchase
comprise the two types of solar energy purchase contracts
used in Japan. to properly estimate the PV generation current,
it is necessary to decouple the demand and PV generation currents. however, the surplus electricity purchase contract nets
the demand and PV generation currents. therefore, the PV
generation current in the surplus electricity purchase contract
will be estimated from smart meter data using the nearby PV
generation current.
Insulated wires adopted in distribution lines sometimes
make it difficult for protection relays in distribution substations to detect open circuits due to the limited change of
zero-phase voltage and current. cePcO will utilize smart
meters as sensors for the open circuit detection of branch
distribution lines and main distribution lines using sectionalizing switches. the smart meter system can monitor
telecommunication (outage) conditions of reference smart
meters in each pole transformer. smart meter telecommunication conditions automatically transfer to dMss upon the
occurrence of open circuits on branch distribution lines.
In the future, new components such as inverters, storage
devices, and microgrids will be connected to distribution
networks. cePcO assumes that these new components will
be integrated to dMss to realize additional advanced distribution network control.

Equipment-Management System

the last measure integrates dispersed t&d asset management
systems. At present, traditional equipment specifications, failure
records, and real-time equipment deterioration data [such as dissolved gas analysis and lightning location system (lls) measurements] inform long-term repair and replacement planning.
Although the t&d business already benefits from these practices,
more advanced measurements and the integration of dispersed It
systems will help ensure the continued resilience and sustainability of the cePcO t&d network. figure 7 shows the overall concept of cePcO dispersed It systems integration.
traditionally, the installation of special-purposed It systems has met business process needs. for example, distribution operation utilizes the dMs, smart meters, and the outage
management system. transmission system operation applies
supervisory control and data acquisition (scAdA)/energy
management system (eMs), protection and automation, lls
and overhead/underground fault location (fl/fault section/
fault detection) systems. Planning and maintenance functions
make use of equipment management, sensors, industrial ItV,
the vegetation management, and transmission planning support
system. Additional internal and outside It systems satisfy other
business process needs, such as construction, procurement,
finance, and land management.
these dispersed It systems are one of the root causes of
redundant business processes and limited visibility of corporate-wide network management. these It systems should be
integrated into one data center as a common It platform. cePcO believes that by using the It platform, grid visualization
and workflow automation will improve t&d business productivity, service quality, and customer satisfaction. A single
