geographic information system platform can electronically
map all t&d-related information, equipment locations, power
flow, scheduled/unplanned outages, customer phone calls, and
weather and lightning information.
A more detailed study of the transmission and substation
(t&s) business process is now under discussion. the t&s
business process is classified into three phases: planning, construction, and maintenance. Planning includes long-term
investment planning, demand estimation, network access, and
expansion evaluation. construction addresses project and budget management, design and material procurement, and work
scheduling. Maintenance incorporates replacement and maintenance planning, patrol and inspection planning, and system
recovery from equipment failures. the three business processes use multiple data sources that may be redundant, such
as percent impedance, one-line diagrams, and network models.
In addition, limited visibility of outage information, network
constraints, and scAdA data (including telemeter/supervision/
event messages from real-time rtu data) makes it difficult to
realize t&d company-wide situational awareness. Another
key issue is limited visibility of construction and maintenance
projects due to the paper-based business process. the lack of
accounting management and simplified accumulated budgets
by field offices make it difficult for cePcO to evaluate and
improve its business productivity. Without a common It platform, there is no business process for asset data analysis and
quantitative risk management, which hinders cePcO's ability
to continuously improve its entire business performance.
to solve these problems, cePcO's t&s department will
adopt a data-oriented approach using an integrated It system
(one single data source), which enables streamlining business
process, asset risk visualization, and investment optimization. standardized package software such as enterprise asset
management (eAM) and enterprise resource planning (erP)
is one of the key technologies used to standardize the t&s
equipment data structure and the t&s business process. A
scAdA data historian will be utilized for system operations
and t&s planning, construction, and maintenance business
processes. for example, long-term repair and replacement
planning of substation transformers and circuit breakers will
be optimized using a scAdA data historian. Outage scheduling equipment data with the transmission network model
will be integrated with eAM equipment data to analyze the
outage tendency for system operators and the t&s maintenance team. consistent system operations and the planning
support system are also now under development to avoid
managing multiple data sources of percent impedance, oneline diagrams, network models, and other items. the support
system integrates the data with demand estimation, oscillography, fault location, and power quality (figure 8).

cePcO successfully implemented the solutions summarized in this article consistent with the electricity system

reform and the large-scale development of renewable energy resources. comprehensively solving the key issues
described here is quite challenging, and t&d utilities
are responsible for continuously providing new solutions
to better serve customers. cePcO believes that utilizing
Ict is vital to solving these issues simultaneously as it is
a promising new strategy to exceed customer expectations
more than ever. the collaboration of real-time operation
technologies such as eMs/dMs/Pcs, and widely used,
standardized eAM and erP will further optimize cePcO
t&d asset investments and network operation. traditional,
dispersed, in-house It systems will be gradually standardized step by step without losing interoperability with other
It systems. cePcO is now planning to develop the nextgeneration Ict platform to further improve its t&d business performance.
