a competitive planning process for the
identification and construction of transmission facilities. this process has been
characterized as a sponsorship model,
in which PJm provides information to
the developer community about transmission needs and then permits developers to identify and price out a solution
for consideration by PJm.
the sixth article, by Hongyang Zhou,
yinsheng su, yiping Chen, Qian ma,
and weike mo, brings a technical and
hardware dimension to transmission
expansion challenges, describing the
operation risks and planning solutions
of China southern Power Grid (CsG).
it is a unique power system, featuring
long-distance, large-capacity extra highvoltage (HV)/ultra HV parallel ac and
dc transmission lines. it has 16 transmission lines (eight 500-kV ac and eight
!800/500-kV dc) with a total transmission capacity over 35 Gw to transmit
power from west to east. this structure
of parallel ac/dc system and multi-infeed
dc has brought a unique risk of system
operation and control, which may lead to
overloads, drastic voltage drops, transient instability, cascading tripping of
HVac lines, and even system blackouts.
a defense plan has been adopted, with
generator tripping and load shedding, to
maintain system stability after a HVdc
bipolar block, simultaneous commutation failure, dc current flowing through
the earth, and/or ice/typhoon and earthquake natural disasters. the main objective of CsG planning is to separate the
huge synchronous grid into two or three
subsystems and connect them by using
HVdc or voltage source converter-HVdc.
we could not close this special issue by leaving out a dimension already
mentioned in previous articles, the
growing social challenges of transmission deployment. the final article,
by nadejda Komendantova and antonella Battaglini, indicates that transition to low-carbon energy generation in europe is faced with enormous
transmission challenges, with the need
to integrate volatile and intermittent
energy coming from renewable sources
located in different geographic areas,
