how we can reach out to Regions 8-10

I

It Is my prIvIlege to share
some of my observations as I hear from
friends and colleagues from all over
the world about the diversity of their
interests and priorities and their will-
ingness to work with the Ieee power
& energy society (pes). While mem-
bers from North america contribute
significantly to the society's work in
standards development, conferences,
workshops, technical committee meet-
ings, and training programs, we need
to provide the same opportunities to
the other 41% of our members who
come from the rest of the world. since
most of our technical committee work
is done in conjunction with conferenc-
es in the United states, members from
regions 8-10 cannot participate as
easily. to increase representation, we
would like to encourage our technical
committees to have members from out-
side North america and facilitate their
participation through the electronic
media, if meeting in person is difficult.
I hope such arrangements will help with
our goal to "make pes relevant to the
working professional globally."

work as an example. We see our tech-
nical committees making significant
contributions in this area, develop-
ing more than 40% of all Ieee stan-
dards. as most of this work is done
in committee meetings held in North
america, members in this region play
a big role. But this provides little op-
portunity for members from outside
this region to contribute, even though

there are many industry engineers
who have the expertise and experience
to help with the standards develop-
ment process. It is worthwhile to try
to diversify the make up of these com-
mittees to reflect the global presence
of our membership and the expertise
they bring.
Conference participation is another
area where we can make an effort to
be broader based and
more inclusive. some
of our 2016 confer-
ences outside North
america include power-
africa conference (in
Zambia), t&D latin
america (in mexico),
powerCon (in austra-
lia), Isgt europe (in
slovenia), Ieee In-
ternational Forum on
smart grids for smart
Cities (in France), the
asia-pacific power &
energy engineering
Conference (in China), and Isgt asia
(in australia). this is an impressive list,
but we can do more.
We can focus on regional confer-
ences where we can address local con-
ditions. For example, in the Caribbean
countries, because most electricity is
produced from oil, solar electricity has
already reached grid parity. But solar
energy has not penetrated those mar-
kets as much as it should have been
due to technical issues like intermit-
tency, storage and system stability, and
the lack of regulatory attention. there
could be industry-driven conferences
in these countries where such issues

can be discussed in the context of local
challenges and resources.
pes can provide a platform for ex-
changing information among utilities,
vendors, consultants, and regulators.
If we are successful in organizing such
conferences, pes can become the go-to
place for regulators, policy makers, util-
ity decision makers, manufacturers, and
consultants seeking answers to the chal-
lenges they face as the
industry evolves. With
growing attention to
carbon emission con-
cerns, new technology
deployment (solar and
wind) and the need for
large-scale electrifica-
tion, pes can provide
the platform for ex-
change of ideas to devel-
op acceptable solutions.
as electrification
takes hold beyond the
industrialized coun-
tries, the paradigm is
shifting: the model to build a national
power grid and feed it from large cen-
tral-station power plants may not be the
most cost-effective and sustained solu-
tion for many developing countries.
What may work for India and China,
as they expand their national grids and
build large power plants, may not work
for many smaller countries in africa
and asia that may be better off with
solar, wind, small-scale hydro, biomass,
and microgrids. Focusing on these
challenges will help us to find relevant
and sustainable solutions for electri-
fication and, at the same time, tap
into a different base of professionals-
